Re the Canadian Forces Involvement. I served in the CF. This involvement would come under, “Aid to the Civil Power”. Regulations that containing very detailed procedures, chain of command, authorized and unauthorized involvement (do’s and don’t). The overall Commander would have been thoroughly knowledgeable with those orders, but the actual support on site was mostly done by small groups probably commanded by a Sergeant. I suspect that the the CF leaders sincerely believed that they were searching for possible missing persons which would have made it a a possible life threatening situation giving them considerable latitude in their involvement.
